1.What is the 173rd Battlegroup?
The 173rd Battlegroup is one of many Battlegroups part of the 2nd Fleet ,UEE Navy.
a. History
The 173rd Battlegroup was created on the 23rd of February 2025 (2955 Lore Date).
The 173rd Battlegroup, 2nd Fleet is a roleplay-focused, military-structured organization dedicated to realism, tactics, and camaraderie while maintaining flexibility for real-life commitments. We operate under the banner of the UEE Navy, following its traditions, hierarchy, and mission objectives.
Our unit is built on honor, discipline, and teamwork, conducting combat operations, fleet security, and humanitarian aid missions across UEE space.
b. Why Join the 173rd?
Structured Career Progression – Promotions, qualifications, and specializations must be earned, making each milestone meaningful.
Tactical & Immersive Roleplay – We integrate realistic UEE Naval operations without excessive formalities or rigid attendance requirements.

Promotions and advanced roles are earned through performance, qualifications, and fleet needs. Special assignments, such as capital ship command, are reserved for proven leaders.
Reservist membership is available for those who wish to be part of the 173rd without committing to full-time service. Reservists have a rank cap of Starman (unless specifically granted by command) and cannot hold specialized roles.
2.The UEE Navy Rank Structure.
The UEE Navy has a full rank structure. From the lowest recruit to the sole in charge of the whole navy. The 173rd Battlegroup is no different, we utilise all ranks available up to the rank of Vice Admiral (The highest rank that would realistically run a battlegroup). While we ‘could’ go beyond this rank, we plan to use ranks higher than VADM for lore based narrative posts/stories.
Each rank has its own role. The goal within the 173rd is to match the rank with the billet but trying NOT to have a Battlegroup of officers. This means, promotions, while available to all, are limited depending on numbers and available roles.
a. Officer Ranks and Expected Billet Scope
(Highest to lowest)
Legatus Navium (High Command)
Navy representative within UEE High Command, focused on policy direction, strategic governance, and fleet movement at the highest level. This rank is not a battlegroup billet and is not used for routine operational command.
Grand Admiral
Senior authority for overarching naval operations and major fleet level direction. Expected to oversee multi-fleet priorities, theatre resourcing, and strategic readiness.
Admiral
Major Fleet Commander level. Expected to command a major fleet formation and set operational intent across a broad area of responsibility.
Vice Admiral
Battlegroup Commander level. Expected to command a battlegroup and direct its carrier, capital line, escorts, and support elements as a unified fighting formation.
Rear Admiral
Senior deputy at battlegroup or fleet level. Expected billets include executive officer for a battlegroup, senior high command staff lead, or commander of multiple task elements under a battlegroup.
Commodore
Task Force Commander level. Expected to command a task force of multiple ships, typically with independent mission tasking and a defined operational objective.
Captain
Capital ship commander and senior staff tier. Expected to command a capital hull or hold a senior battlegroup staff billet requiring independent judgement, discipline authority, and full readiness responsibility.
Commander
Ship captain and senior leadership tier. Expected to command an escort or specialist command platform, serve as executive officer aboard a larger hull, or lead a detached element under mission orders.
Lieutenant Commander
Senior officer tier. Expected billets include senior department head, senior watch officer, operations lead, or executive officer on smaller hulls and detachments.
Lieutenant
Officer and department head tier. Expected to lead departments, divisions, or critical watch functions, and to manage standards, training, and performance of assigned teams.
Lieutenant Junior Grade
Junior officer tier. Expected billets include assistant department head, junior watch officer, or qualified line officer roles developing toward independent leadership.
Ensign
Entry level officer tier. Expected billets include trainee or junior watch officer roles, assistant division officer functions, and initial officer qualification progression following academy or commissioning track completion.
b. Enlisted Ranks and Expected Billet Scope
(Highest to lowest)
Master Chief Petty Officer
Senior enlisted advisor tier. Expected to serve as senior enlisted leader for a capital ship, detachment, or battlegroup element, enforcing standards, mentorship, discipline, and readiness across enlisted personnel.
Chief Petty Officer
Senior NCO leadership tier. Expected to lead departments or major sections, supervise training enforcement, manage technical standards, and maintain operational discipline across shifts.
Petty Officer
Experienced enlisted supervisory tier. Expected to be fully qualified in a specialty and capable of leading a small team, supervising watch sections, and executing tasks with minimal oversight.
Junior Petty Officer
Mid-level enlisted leadership tier. Expected billets include assistant section lead, shift lead, or senior technician roles preparing for full Petty Officer responsibilities.
Leading Starman
Experienced crew and NCO candidate tier. Expected to mentor junior crew, organize routine tasking within a section, and assume informal leadership or acting responsibilities when required.
Starman
Qualified fleet personnel tier. Expected to perform assigned duties independently as competent crew in their role and contribute to watchstanding and routine operations.
Starman Recruit
Recruit and trainee tier. Expected to remain under supervision during training and probationary service until Boot Camp completion and initial qualification sign off.
c. Pilot Designator and Pilot Billets
All pilots who have completed UNFA are appointed Ensign when returned to their unit. All qualified pilots will have a (P) next to their rank. Eg. LCDR (P), ENS (P) etc. If there is no designator, then that officer went along the Alternate Officer Track for their commission.
Only certain ranks can hold a pilot billet. These are;
Once a pilot promotes above Lieutenant Commander (P) or demotes below Ensign (P) they can NO LONGER HOLD A PILOT BILLET. You can always decline a promotion (you cannot decline a demotion) so if you are happy where you are, that is fine. If you do decide to advance though, you cannot go back.
e. Promotions within the 173rd Battlegroup
While it would be nice to just promote everyone and give everyone their own capital ship, it’s just not realistic or how the UEE Navy would operate. Our goal is to create not only a sense of progression but also a balanced and believable fleet. If we cannot fully crew a ship, we don’t use it. If we don’t have the crew to make an officer, we don’t.
The promotion board is held around the 1st of each month (a sub board MAY run mid month if we have a large number of new recruits but ONLY promotes NCO’s up to Petty Officer). The board looks at all eligible members, checks their records and makes a decision based on a scoring system. The board looks at the following;
All of this is checked and given a score. That score, plus debate between the board will decide on promotions of all ranks. The board DOES NOT run their own promotions.
Promotions from Starman to Chief Petty officer have a minimum term to serve before you can promote up the ladder. This is to allow members to gain experience and not rapid fire up the ladder. Higher ranks, due to their nature and limited capacity, do not have minimum time served limits but do have a recommended 4 week minimum TIG.
The minimum time to serve before promotions are as follows;
f. Demotions within the 173rd Battlegroup
While we do not want to have to demote members, sometimes we have to. This could be due to a transfer, inactive for too long or disciplinary related. While we do remind all members that ALL ranks are hard to earn and easy to lose, we don’t want to just demote for no reason.
All demotions will be reviewed thoroughly before any action is taken and if a demotion is warranted, the member receiving the demotion will be notified as to why. In most cases, you can always climb back up the ladder provided you wish to do so and you have not been placed on a promotion ban due to a disciplinary issue.

This is to define the behavioral standards of all members of the 173rd Battlegroup and to outline the categories and consequences of misconduct in game, in Discord/Spectrum and in any official operations.

The 173rd takes rulebreaking seriously as it runs the game and the naval experience for everyone else. Enforcement will always be taken as well as evidence taken and held.

c. Disciplinary Appeals
All disciplinary actions are able to be Appealed. Appeals are done by filling out the appeals form with as much information as possible. The more you add, the easier it will be for the investigation team to review. You should also note that you may only submit ONE appeal per Disciplinary Action. If the Disciplinary Action is reviewed and found correctly actioned, you cannot submit another and you WILL be informed why.
If you do submit an appeal, please wait for a response. DO NOT SPAM APPEALS. Once the appeal has been received and is under review, you WILL be contacted at this point to not only inform you that it is now under investigation but to also open communications for more information and evidence.
Once a decision is made on the Appeal, it will be FINAL.
Any attempts to file multiple Appeals, falsify information in the appeal or cause issues within the 173rd Community (In Game, Discord, Spectrum Etc.) may have you face additional Disciplinary Actions and/or dismissal WITHOUT the ability to appeal.
4. Trainings
a. Boot Camp
What is Boot Camp?
Boot camp is the way that we bring any new member up to speed. This can be for those who are new to the verse or someone who just needs a brush up before they wear the uniform of the UEE Navy.
On initial application to the 173rd, you will be assigned to either Forge Echo or Forge Quintus. This is so if we need to run different Boot Camp stages on different days, we can do so using the 2 lore friendly Forges.
If you can show you are able to perform the basic tasks. Tasks such as moving, changing your loadout, using equipment and using the gun on a turret, you may have waived the need for Boot Camp and moved straight into the ranks of the 173rd. This will be decided by training staff or a senior NCO / Officer.
What happens at Boot Camp?
Boot camp is a series of training scenarios designed to teach you how to play the game but also to bring you up to a base standard for the 173rd Battlegroup. During this phase of your career, you will be taught;
On completion of boot camp, you will be assigned to your first posting. We will try to keep you with those you joined with or those who recruited you but sometimes, gaps need filled. Any roles you requested when applying will start to open up via paths once you set foot in your new posting.
b. Emergency Pilot Replacement Program (EPRP)
What is the EPRP?
The EPRP is an emergency and temporary system that allows enlisted ranks to fly within the 173rd. This system was created for when the 173rd was new and member count was low to prevent promoting officers with limited numbers. The EPRP will eventually be closed once numbers reach an amount that allows the UNFA to fill the pilot roles as well as the officer ranks they generate.

How does someone get signed off on the EPRP?
This is done by the commanding officer. The CO will sign off any enlisted member of the 173rd ONLY if certain conditions are met.
The EPRP is a temporary system and is removed after 3 months. Once the EPRP is retired, any potential pilots, prior to applying for the UNFA are not only able, but also advised, to request a temporary posting as a co-pilot onboard one of the fleet's capital ships to gain some flight time. This allows the ship's commander to see if there is potential and this will act as part of the referral needed for the UNFA.
c. UEE Navy Flight Academy (UNFA)
What is the UNFA?
The UNFA is the training academy in which you learn to fly. Successful graduates will be granted not only the ability to be posted as pilots within the 173rd Battlegroup but also advance to the rank of Ensign. This is the primary route for all those who wish to be not only pilots but also officers. This is not the only officer route but it is the easiest. The other route is the Alternate Officer Track (ALOT) and this is to allow those with officer potential a chance to climb even if they have zero flight ability.
The 173rd runs their UNFA on around the 2nd last week of each month. This is so, on completion, it aligns with the start of the month promotion boards. This means, successful graduates get their officer promotions faster with less waiting.
The UNFA is a way to allow all members of the 173rd Battlegroup a real sense of progression as well as allow other players to recognise those who have passed it as those with real skill and abilities. In order to apply for the UNFA, there are some restrictions however, those restrictions are able to be overcome by anyone within the 173rd Battlegroup who wishes to pursue this career path.

Before applying, it is HIGHLY recommended that you ask for temporary posting as a co-pilot as well as an unarmed shuttle pilot onboard a capital ship for a short time to not only see how the role is but to grant some time at the controls within the 173rd.
What happens at the UNFA?
If successful in your application, you will receive training to be not only a pilot but also given light training on how to be an officer. The training will start relatively basic, covering all aspects of flight before expanding. The officer training is a simple set of scenarios in which as an officer, you should be able to handle as well as what to do as an officer in the 173rd.
Throughout your time at the UNFA, you will be monitored throughout your time there as frequent assessments and evaluations are performed. The UNFA is not a simple attendance course but designed to be the hardest stepping stone to overcome within the 173rd. While the remainder of your career in the 173rd Battlegroup is much more forgiving, the nature of the UNFA, granting pilot privileges and a commissioned rank, we want to be sure all those who pass are deserving of doing so.
During the UNFA, you will receive instruction on combat flight as well as basic Search and Rescue, Logistics, Troop Transport as well as an introduction to being an Officer with what is expected of you once that rank is achieved. You will also be trained on a specialization for the type of pilot you will be as well as some officer scenarios to give examples on how to be a leader.
While you do not need to be an exemplary officer candidate to be a pilot, you are expected to follow the standards of the officer rank.
During the academy, it will be broken down into 3 Stages. These 3 are as follows;

Stage 3 Completion and Graduate Parade. (Those who pass will be handed their graduate award and commissioned rank in a small event)
During each evaluation, your abilities will be monitored. If the instructor, for any VALID reason, believes that you are unfit to continue, you may be removed from that particular academy run. As this is a Pass or Fail Academy to be sure all those who pass do so to the highest standard, we believe it will be unfair to drag someone along if it is believed they will not succeed. In this case, we may remove you from the academy BUT put you on remedial piloting training or look to assign you as a co-pilot onboard a capital ship to allow for practice within the fleet in a more calm and relaxing manner. Then, if it looks like you have improved, your CO or SNCO can sign off your application to the flight academy for another try.
5. Inactivity and Leave Policy (ILP)
a. What is the 173rd’s ILP?
The 173rd Battlegroup wants to be relaxed when it comes to the balance between Star Citizen and real life. We understand that all members have lives on the other side of the screen such as jobs, other hobbies and even other games and communities. However, what we do not want to have is members who abuse the system. We want to avoid those who stay silent for weeks/months while billeted to potentially limited positions.
So our ILP is a way to not only track players who are active or not but also allow players to take breaks. We wish to keep this as simple as possible at all times so for the most part, just informing your seniors or even a message on the Leave of Absence channel if you wish to take a break is all you need.
If it is noticed that you have not played in some time or any activity within the 173rd Discord or Spectrum, you will be contacted via DM just to make sure 1, you are ok and 2, you are still interested in being a member of the 173rd.
b. What happens if you fail to adhere to the ILP?
Failure to follow the ILP may have you demoted, removed from billet or discharged from the 173rd Battlegroup. While there are circumstances in which you may not be able to make contact, we cannot hold any ranks or billets without contact. If you had a situation that meant you were unable to contact any member of the 173rd, post on Discord or Spectrum, inform your superiors asap and if able, restore your position (If open).
c. Stages of the ILP

If you couldn't contact us for a genuine reason and you were discharged, you may appeal. This will have your discharge looked over and if it decides in your favor that the discharge will be undone, you can return with your record intact. (Billet and rank however may not be available but will be fast tracked once that or similar billet opens up)
d. In game inactivity within the 173rd.
While we do understand people take breaks and have other games to play, we can’t have members take advantage of us in any way. If you have no activity in game but are active on Spectrum, Discord or DM’s, you will also be monitored through the ILP system. If the lack of in game participation is lacking, infrequent or non existent, you will be presented with the following options.
If you decide to return after discharge from failing the ILP, you will have to start from the beginning. This INCLUDES boot camp as your profile will be locked as discharged. This means you will have to redo everything including things like the UNFA and go through the promotion process from the beginning.
6.Roleplay within the 173rd
a. Roleplay Canon and Continuity Guide
The lore within the verse is VERY in depth. From the factions, languages and even the history created within. With this, we need to ensure that for the most part, anything we do with the 173rd’s lore and storyline makes sense. As such, we have set rules to abide by with anything lore based that is not canon for SC.

While we do try to keep our own lore for the 173rd unchanged, as the game develops, things change. If we can avoid any retcon or can adjust our lore to match the games development, we will do so in the best way possible.
If you feel you wish to change your own character's lore, let anyone in the lore team know and we can change things for you as best we can. Try to make sure your own story is solid before submitting to help prevent any personal retconning from happening.
7.Roleplay Rules and Etiquette
The 173rd Battlegroup would like everyone to experience an atmosphere and environment that feels believable. We want you to feel as though you are really in the Navy as a very small cog in a very large machine. While this is what we want, we also want to be flexible and we understand that not everyone has the interest to RP either in depth or at all. We DO however maintain that you must play along with any RP whilst in game even if you do not RP yourself.
At a bare minimum, we expect all members to Roleplay themselves as if they were in the verse for real and for some reason, they got on the wrong shuttle to college and are now in the Navy. We just ask everyone to play along and make the verse feel alive. If you are with someone in a game who is very indepth with their RP and you are the minimum, don’t break their RP and play along.
Those who deliberately and maliciously break other members RP, will face disciplinary action.
a. The use of the term ‘SIR’
The 173rd Battlegroup IS structured as well as played as a real military unit. With that, the 173rd has Enlisted and Commissioned ranks. The UEE Navy is no different, however, only the term ‘Sir’ is used for all officers regardless of gender. The term ‘Ma’am’ is phased out and is no longer used in lore. Saluting is still the same even after all this time.
You will see any lore posts, some of the RP stories and other players using the term Sir. You are NOT, however, required or expected to ever call an officer sir. You may do so if you so wish, whether for your own RP or just for the sake of it but it is NEVER expected of you nor will it EVER be enforced. This goes the same for saluting or bracing for attention. This is a video game and no one in a video game has the right to demand it, no matter how big their ego’s are.
ANY officer who tries to enforce or try methods to force players to call them ‘Sir’ and/or Salute them will face disciplinary action. You get ONE WARNING ONLY and will be PERMANENTLY on your record. If you try again after the warning you have already received and face Disciplinary Action a 2nd time, you WILL be demoted to enlisted, stripped of any/all UNFA or ALOT awards, removed from billet (Pilot or Officer) and WILL have to start the ladder from scratch.
b. The use of Rank and Character Names
The 173rd does encourage that you refer to each other as their rank and/or role to keep the experience feel alive. We do not enforce this however and you will not be disciplined for not doing so.

c. Appearance, Uniform, Equipment and Loadout Standards.
Like any military, we have a standard to uphold with how we present ourselves. As such, the 173rd will also follow a set standard for uniformity and commonality for the aid of sharing ammo, parts and equipment.
Players character appearance MUST be clean shaven, tidy hair and no unnatural colours. You are in the military, look the part!
At present (Feb 2956) there are NO easily obtainable UEE Navy uniforms / armors in-game. With that, we will try and get the closest match we can until better options become available. We will NOT force or encourage members to purchase from the game store, Subscribe to get gifts or create accounts to get referral rewards to gain military gear.
d. Current Best Service Uniform Options
At present, there are limited options but we will allow the following to be used without restriction;

When an easy to obtain set can be gathered in bulk and issued to members, anyone wishing to wear a ‘service Uniform’ is asked to just wear something plain and sensible. Ideally Black, Dark Grey or a Navy Blue if available.
We are currently issuing the Second Tavarin War Service Uniform to all members slowly for those ranking JPO and above. This will change in time as we acquire more uniforms.
e. Current Best Armor Options
All armor must be from Clark Defense Systems (CDS) (or Similar) and match the operational needs and role of the user.
Once a more appropriate armour comes available to bulk buy in game, this is what we will be using.

i. Current When and Where Policy
At present, due to the nature of the game and the possibility of falling out of the ship mid quantum, ships losing atmosphere between bulkhead doors and all round general bugs, the 173rd permits everyone to be in flight suit and helmet at all times.
When these bugs are squashed and no longer a threat as well as the implementation of suit lockers and escape pods, the policy will apply as listed above about uniforms / flight suits.
8.Shipboard Etiquette and Crew Expectations
Multi-crew ships are the heart of the 173rd Battle Group’s operations. Whether you’re piloting a Retaliator, manning turrets aboard a Hammerhead, or assisting in the hangar of an Idris, your behavior and professionalism shape the experience for everyone on board. This guide ensures our ships run with the precision and discipline expected of UEE Navy personnel.

9.173rd Fleet Structure
The 173rd Battlegroup is a single Battlegroup within the 2nd Fleet. The Battlegroup currently consists of the following in lore;
The current plan for the 173rd is to start from the UEES Castra (Idris-P Frigate) and expand from there. Moving from a single capital hull, expanding to include a fighter wing and escorts. Then, when able, open up our 2nd Idris or 1st Javelin and expand the same as the Castra. Then repeat if ever needed.
As it was confirmed that the Bengal Carrier would be craftable in the verse, it means its not impossible to now acquire. Although 99.99% is not going to happen for us, we can still have it on the table to help form the structure and if, by some miracle we get one, we can field it.
a. 173rd Structure Definitions
There will be times when the Battlegroup will operate as one or split off to cover more abilities. It’s not uncommon to dispatch a ship for solo patrols, escorts or humanitarian aid etc. When this occurs, depending on what the split off consists of, will have a different designation.
The definitions listed below are just an example of what we will use to describe the ships fielded. Each definition also contains an example of what might be in each one.
b. Battlegroup
This is all of the 173rd fleet as listed above. If the fleet is together for a mission, this is to be a big battle or major training mission. This would be a MAJOR event.
Mostly, the battlegroup exists on paper to help keep the structure as well as personnel ranking and postings. As we grow, we will expand into this fleet on paper as they already ‘exist’ within the battlegroup.
c. Task Force
Single Main Battlegroup Escort such as a Javelin or Idris with its own escorts, fighters and support.
An example of a task force within the 173rd would be the following;
It’s also possible to have more than 1 Main escort be involved. This means 2 Idris or a Javelin and Idris can be part of the same taskforce.
d. Detachment
This would be a single Main Battlegroup Escort such as a Javelin or Idris without escorts or a smaller Sub Escort like a Polaris or Perseus. It may have some fighter’s if able to carry like the Idris but that is all.

e. Squadron
Normally a squadron would operate from the carrier but it is possible to operate within the quantum range of a planetside base or space station. While it is unlikely to have the whole squadron away from the carrier, you may have a number dispatched for various tasks and training. A Squadron consists of 4 flights of typically 6 ships in each.
f. Flight.
This would be up to 6 fighters that would normally operate from an Idris but could also run planetside or from a space station.
